As part of the Own Your Future initiative, Minnesota has worked with a number of researchers on reports related to various topics within the initiative. To share the large amount of data and new information we collected, we are posting many of the reports on the Own Your Future website. The reports are available for downloading from the site.

Own Your Future 3.0: Planning for Minnesotans’ LTSS Needs
Own Your Future 3.0 is focused on examining the demographics of Minnesota’s older adult population so innovative LTSS funding options able to transform the current financial and support services system could be developed. There were two main studies related to this stage:
1. LTSS for Minnesota’s Older Population: Current and Future Utilization and Medicaid Payments (PDF) and Appendix — Chapter 2-6 (PDF) (also known as the Demographic Study)
  
  This report describes baseline characteristics, LTSS service utilization, and LTSS expenditures for Minnesota’s older adult population from the years 2016-2021. It also contains projections for utilization and payments for LTSS in Minnesota for the years 2023 — 2035.
  
  In order to project future utilization and payments for the final report, the Minnesota State Health Access Data Assistance Center (SHADAC) first created, Demographic, Social, and Economic Characteristics of the General Population of Minnesotans aged 65 and Older (PDF). This report used data from the 2019 U.S. American Community Survey (ACS) to compare the characteristics of the Medicaid population to the non-Medicaid Minnesota population; and compare the characteristics of Minnesota’s elderly population (both Medicaid and non-Medicaid) to the U.S. population.
2. LTSS Funding and Services Initiative Study (PDF)
  This study was conducted to examine funding options and to provide a structure to transform the integration of existing and recommended public-private programs which provide access to care and LTSS financing for older adults in Minnesota. The findings contained were developed based on engagement with stakeholders and consultant panelists who have expertise across the LTSS and financing systems. Discussions were informed with support from actuarial analysis and research.
Own Your Future 2.0: Affordable Product Options for Middle Income
Own Your Future 2.0 was focused on exploring affordable product options for middle income Minnesotans. This section contains two reports on the product development efforts of Own Your Future. Each report includes an executive summary, results of the actuarial and consumer testing, and quantitative analyses for each of the two products. This section also includes a report from SHADAC on the projection model that it created to analyze the financing options for long-term care and determine the potential cost savings through the use of these products.
- The LifeStage Protection Product-Final Report (PDF):
  This report details the product development of LifeStage, the actuarial research, and consumer testing.
- Enhanced Home Care Benefit in Medicare Supplemental Plans - Final Report (PDF):
  This report details the product development of the package of home care services proposed as an add-on to Medicare; and includes results of the actuarial research and consumer testing.
Reports from SHADAC

Projects of Own Your Future has included work done by the Minnesota State Health Access Data Assistance Center (SHADAC). The main outcome has been the development of a projection model that can be used to test policy options and their impact on Medicaid. Below is a PowerPoint presentation, a description memo, and a report done by SHADAC which explain the two policies developed through Own Your Future (Enhanced Home Care benefit and LifeStage) and their impact on Medicaid using the projection model.
- Minnesota LTSS Projection Model description (PDF):
  This document provides a description of the SHADAC projection model. The model was developed to test the impact of policy intervention on Medicaid use and cost. The description in this document includes an overview of the project, identifies initial policies tested, sets next steps, and includes contact information.
- Minnesota LTSS Conceptual Model (PDF):
  This is a report published to explain the projection model that was built by SHADAC. The writing explains the background of the model, the methods and analysis, policy options analyzed, and outcomes of the project.
- Minnesota LTSS Model and Results Overview (PDF):
  This PowerPoint presentation describes an overview and the technical details of the projection model and the results of testing the model. The model tested 2 policy interventions that could potentially impact Medicaid use and cost into the future. Results of the 2 policy interventions and their impact on the Medicaid program are also discussed.
