Minnesota Family Planning Program

The Minnesota Family Planning Program (MFPP) is a health care program that covers only family planning services (including related supplies) and transportation services to and from providers of family planning services. You can apply for short-term coverage at certain clinics or apply for a full year of coverage by completing a MFPP paper application.

If you are enrolled in Medical Assistance these services are already covered.

What services are covered?

Covered services include:

  • Family planning office visits and education
  • Various birth control methods
  • Sterilizations
  • Diagnosis and treatment of sexually transmitted diseases found during a family planning visit
  • Transportation to and from a provider of family planning services

The program does not pay for abortions.

Who is eligible for MFPP?

To get coverage, you:

  • Must be a Minnesota resident
  • Must be a U.S. citizen or qualified noncitizen
  • Cannot be pregnant
  • Cannot be enrolled in Medical Assistance
  • Must meet the income limit of 200 percent of the federal poverty level

How much does coverage cost?

You can get the services covered by the Minnesota Family Planning Program at no cost to you.

What is the income limit?

The income limit, and whose income is counted, depends on who lives with you. If you are under the age of 21 and live with your parents or spouse, you do not have to give us information about their income.

What is the asset limit?

There is no asset limit. Assets are items like cars, checking and savings accounts, your home and financial investments.

Can I go to any doctor or pharmacy?

You can go to any doctor or provider who can see Minnesota Health Care Program enrollees. If you need help finding a doctor:

  • Use the Minnesota Health Care Programs online provider directory and select Family Planning Services in the drop down

How does this program protect my privacy?

  • This program follows all state and federal privacy laws.
  • If you want, we will send your notices to an address other than your home address.
  • You do not need to tell us if you have other private health care insurance.
  • You do not need the consent of anyone to apply for this program.
  • We do not send explanations of medical benefits.
  • If you are under age 21, we do not require information about your spouse’s or parents’ income.

What if I am under 18 years old?

If you are under 18 years old, you do not need anyone’s permission to apply for this program. We have an obligation to maintain your privacy rights. You can have information you get from us mailed to an address of your choosing.

What if I have other insurance?

You must tell us about other insurance you have, unless telling us would put you at risk of physical or emotional harm.
