The Minnesota Department of Human Services (DHS) initiated the Lead Agency Review of Home and Community Based Service (HCBS) programs in 2006 and has, to date, completed four full rounds of reviews for each lead agency that administers HCBS waiver programs. In 2024, the Lead Agency Review (LAR) team will begin reviewing lead agencies for the fifth time. Lead agencies are notified 60 to 90 days prior to a review and the schedule is dependent on lead agency availability, LAR team staffing and changes to policy and protocols.
