DHS and State Resources:

  • Bulletins - Official policy communications to inform DHS business partners of program changes and required actions.
  • DSD Response Center - Customer service for lead agencies, providers, consumers and other partners regarding technical assistance for HCBS programs.
  • Regional Resource Specialist (RRS) - A DSD staff member assigned to each county to assist with technical assistance and track lead agency needs. Email DSD.RRS@state.mn.us to contact your RRS.
  • Service Agreement and Screening Document (SASD) Support Team - Medicaid Management Information System (MMIS) helpdesk for lead agencies and DHS staff, related specifically to screening documents and service agreements.
  • Ombudsman (LTC, DD/MH, MCO) - Ombudsmen work to enhance the quality of life and services for Minnesotans and provide advocacy and other assistance to ensure fair treatment and due process. This link lists ombudsman offices across State of Minnesota departments.
  • Upcoming DSD Training Opportunities - Upcoming schedule of DHS provided training opportunities for lead agencies, providers, and other stakeholders. You can also visit our training archive to access materials from past trainings.
  • PartnerLink - A website designed for counties administering all DHS programs that includes manuals, performance measurement data, training resources, and I.T. systems (including SSIS and MnCHOICES).

Person Centered, Informed Choice and Transition:

  • Benefits Planning Toolkit - helps people see how work is possible, work to their full potential, save money and get ahead financially
  • College of Direct Support - provides training for support staff to help improve person-centered planning. 
  • Positive Supports Minnesota - provides resources, training, and tools including the positive support manual, to assist Lead Agency staff with navigating and understanding Positive Supports protocol. 
  • Housing Toolkit - Introduces support planners to tools to help people with disabilities explore housing options.
  • Informed Choice Toolkit - helps support planners make sure people with disabilities have meaningful choices and self-determination.
  • Institute of community Integration (ICI) - is a federally designated University Center for Excellence in Developmental Disabilities. ICI provides courses focused on person-centered service provision including in-depth person-centered thinking and planning as well as person-centered organizational workshops.
  • The Minnesota Employment Training and Technical Assistance Center - the mission of MNTAT is to design and broker state of the art person-centered employment training and technical assistance to increase the participation of all Minnesotans, especially people with disabilities. (Some pages in the website may not display with pop up blockers engaged.)
