Elmer L. Andersen Human Services Building

Limited parking for visitors is available in the Andersen Ramp, attached to the Elmer L. Andersen Human Services Building.

Ramp hours are 4 a.m. to 9 p.m.

Visitors can park on the first level of the ramp for up to four hours and pay at a self-service machine located near the ramp elevators.

Enter and exit the ramp from Minnesota Street, a northbound one-way street. The ramp's right lane is the visitor parking entrance.

Visitors with disabilities must display a Minnesota Department of Public Safety disabled parking placard when parking in accessible parking spots.

All visitors must register at the security desk in the Andersen Building lobby.

Directions to the Elmer L. Andersen Human Services Building

The Elmer L. Andersen Human Services Building is located at 540 Cedar St. in downtown St. Paul.

From the south (Rochester area)

Take U.S. Highway 52 north to St. Paul. Follow US-52 north across the Lafayette Bridge. Using the middle lane, exit onto I-94 west toward I-35E, then take exit 242A (on the right) to 12th St. Take the first left onto Jackson St. and follow Jackson for two blocks. Turn right on 10th St. and follow it for two blocks to Minnesota St. Turn right on Minnesota Street. The entrance to the first level public parking spaces for the Andersen Building is on the left side just past the intersection of 10th Street and Minnesota Street. Metered street parking is also available around the building.
From the south via I-35E

Follow 35E north to the 11th Street exit in downtown St. Paul. The Andersen Building is on the corner of 11th and Cedar streets. To reach the first-level public parking spaces in the ramp, proceed on 11th Street to Robert Street (being mindful of any approaching light-rail cars) turning right on Robert, then right on 10th and then a right on Minnesota. Immediately turn into the left lane of Minnesota to access the public entrance to the ramp.
From the south via U.S. 169

Follow 169 north to I-494 west exit. Take I-494 west to where it joins Minnesota 5. Follow Minnesota 5 past the main airport road and across the Mississippi River Bridge. Minnesota 5 will become an arterial Seventh Street. Follow Seventh Street to I-35E north. Take I-35E north to the 11th Street exit. The Andersen Building is on the corner of 11th and Cedar streets, however, to reach the first-level public parking spaces in the ramp, proceed on 11th Street (being mindful of any approaching light-rail cars on Cedar) to Robert Street turning right on Robert, then right on 10th and then a right on Minnesota. Immediately turn into left lane of Minnesota to access the public entrance to the ramp.
From the west via I-394

Follow I-394 east to I-94 east exit near the Minneapolis Lowry Tunnel. Follow I-94 east to St. Paul exiting on 10th Street. Follow 10th to Cedar turning right on Cedar. The Andersen Building is on the corner of 10th and Cedar, however, the first-level public parking in the Andersen Ramp is reached by turning left from Cedar across the light-rail tracks being mindful of any approaching trains onto 10th Street and then left from 10th to Minnesota Street and left into the ramp public parking entrance.
From the west via I-94

Follow I-94 east to St. Paul, exiting on 10th Street. Follow 10th to Cedar turning right on Cedar. The Andersen Building is on the corner of 10th and Cedar, however, the first-level public parking in the Andersen Ramp is reached by turning left from Cedar across the light rail tracks being mindful of any approaching trains onto 10th Street and then left from 10th to Minnesota Street and left into the ramp public parking entrance.
From the north via I-35E

Follow I-35E south to the Wabasha and 10th Street exit into downtown St. Paul. Veer right off the exit to 10th Street. Follow 10th Street several blocks to Minnesota Street. The Andersen Building is on the corner of 10th and Minnesota (adjoining the St. Paul Fire Department station on the first floor). Turn right onto Minnesota and turn into left lanes quickly to make an immediate left turn into the first level public parking entrance for the Andersen Ramp.
From the east via Minnesota 36

Follow 36 west to the intersection with I-35E southbound. Follow I-35E south to the Wabasha and 10th Street exit into downtown St. Paul. Veer right off the exit to 10th Street. Follow 10th Street several blocks to Minnesota Street. The Andersen Building is on the corner of 10th and Minnesota (adjoining the St. Paul Fire Department station on the first floor). From the east via I-94

Follow I-94 west to the Sixth Street exit to downtown St. Paul. This exit is a left-side exit off the freeway. Follow Sixth Street through downtown to Minnesota Street. Turn right onto Minnesota. The Andersen Building is on the corner of 10th Street and Minnesota. Minnesota is a one-way street going north. Access the first-level public parking space in the Andersen Ramp by turning left just past the intersection of 10th and Minnesota Street.

Directions to 444 Lafayette

From Minneapolis and areas west of St. Paul

Take 94 east to the Seventh Street exit (you will see the exits in this order: Fifth, 10th, then Seventh). Take a left onto Seventh Street and go to the first stoplight (this is Lafayette Road). Turn left onto Lafayette. DHS' 444 Lafayette Building is one-half block up and the first office building on the right.
From Minneapolis International Airport or Bloomington
From areas east of St. Paul

Take 94 west to the Mounds exit. Take Mounds Avenue to East Seventh Street. Turn left onto Seventh Street (you'll be heading west). At the second stoplight, which is Lafayette, turn right. DHS' 444 Lafayette Building is one-half block up and the first office building on the right.
From areas north of St. Paul
From areas south of St. Paul

Take 35W (or 35E) north to 94 east to the Seventh Street exit. Take a left onto Seventh Street and go to the first stoplight (this is Lafayette Road). Turn left onto Lafayette. DHS is one-half block up and the first office building on the right. Or take 35E north to 494 east to Highway 52 north. This turns into Lafayette Road when you cross the river and get to Seventh Street. Cross over Seventh Street and DHS' 444 Lafayette Building is the first office building on the right.
From Rochester

Take Highway 52 north to St. Paul. After crossing over the Lafayette Bridge, take the exit towards E. 7th St.; the exit will turn into Kittson St. At the stoplight, turn right onto E. 7th St. from Kittson. Follow 7th St. east one block and turn right just before the sandwich shop onto Willius St. The large red brick building in front of you is 444 Lafayette. Designated DHS visitor parking is located in the parking lot off Kittson and to the east of the building. Visitors also enter at the east side of the building.
