Our state fiscal year 2019 $17.7 billion budget relied on multiple funding sources and was used to administer programs and services throughout the state. Use the dashboard tabs below to learn more about funding sources, where the money was spent and recent budget changes.

Financials for state fiscal year (SFY) 2019

Term	Definition
Forecasted Programs	Forecasted programs include programs and services that guarantee a certain level of benefits to people who meet the eligibility requirements. Forecasted programs include cash assistance programs as well as medical assistance programs. The budget is allocated depending on the number of people the state estimates or "forecasts" will be using these programs.
Grant Programs	Grant programs support local delivery of human services by DHS, counties or partners. This category includes programs and services for adults and children with mental illness or substance abuse problems, people who are deaf or hard of hearing and seniors. This category also includes funding to support core safety services for vulnerable children and adults.
Medical Assistance	Medical Assistance (MA), Minnesota’s Medicaid program, provides preventive and primary health care coverage for low-income Minnesotans.
Direct Care Treatment	Direct Care and Treatment consists of an array of residential and treatment programs serving people with mental illness, developmental disabilities, chemical dependency and traumatic brain injury as well as people who pose a risk to society.
Administration/IT	Administration and delivery of our programs and services. Includes IT spending from Minnesota IT Services central teams.
Other expenditures	Include Fiduciary Activities, Technical Activities, Fed. Admin. Reimbursement. Fiduciary Activities: DHS Collects money from individuals and organizations (including, child support payments, nursing home violations and recoveries) and distributes the collected funds to the correct area or to people owed the money. Because these are not state funds and belong to others, they are not included in the state’s budget or consolidated fund statement. Technical Activities: The Technical Activities budget program includes transfers and expenditures between federal grants, programs and other agencies that would result in misleading distortions of the state’s budget if the Department of Human Services did not account for them in a separate budget activity. This arrangement helps us to make sure that these transfers and expenditures are still properly processed in the state’s accounting system and helps us comply with federal accounting requirements.
Federal	Federal fund includes Federal and Federal Temporary Assistance for Needy Families (TANF)
Miscellaneous Special Revenue	Includes other and Restrict Miscellaneous Special Revenue.
Other funds	Other funds: Child support enforcement, DHS chemical dependency, Gifts, Lottery, MN State Industries, Miscellaneous agency, MN State Operated Community Services, SOS TBI and ado Ent Services, State Government Special Revenue.

Medical assistance expenditures

Term	Definition
Long Term Care Waivers and Home Care	Medical Assistance pays for people to receive long-term care waivers, long-term care services and supports, or home care services in their homes and communities. Long-Term Care waivers, also known as Home and Community- Based Services (HCBS) waivers, are an alternative for people who need long-term care services but who do not choose to live in a nursing facility, intermediate care facilities or hospital.
Families with Children Basic Care	This activity funds general medical care for children, parents and pregnant women, including families receiving Minnesota Family Investment Program (MFIP) and those with transition coverage after exiting MFIP. This segment also includes funding for family planning services and for breast and cervical cancer coverage.
Aged and Disabled Basic Care	This program covers general medical care for elderly and disabled Medical Assistance enrollees. People eligible to receive basic care services are 65 years or older, blind or have a disability. Their income and assets must also fall below allowable limits.
Adults with no Kids Basic Care	In March 2011, Minnesota elected to implement the early expansion of MA eligibility for Adults without Children with income up to 75% of the federal poverty level under the Affordable Care Act. In January 2014, Minnesota implemented full expansion of MA eligibility up to 138% of the federal poverty level for this population. Currently at 138% federal poverty levels, the income eligibility limit for a single adult to be covered under this program is $17,236 per year.
Long Term Care Facilities	Medical Assistance pays for long-term care services for people who live in facilities that provide 24-hour care and supervision. Care provided under this segment of MA also includes intermediate care facilities and day training and habilitation for people with developmental disabilities.

Other forecasted programs expenditures

Alternative Care	Funds home and community-based services for people age 65 and older who require the level of care provided in a nursing home, choose to live in the community and are not yet financially eligible for Medical Assistance.
Chemical Dependency Treatment Fund	Pays for residential and outpatient substance use disorder treatment services for eligible low-income Minnesotans.
General Assistance	Provides state-funded cash assistance for single adults and couples without children, provided they meet one of the specific General Assistance (GA) eligibility criteria. The most common reason people are GA eligible is illness or incapacity. The program is the primary safety net for very low income people and helps meet some of their basic and emergency needs.
Housing Support	Pays for housing and some services for individuals placed by the local agencies in a variety of residential settings.
MFIP/DWP	Minnesota’s economic support programs help families and individuals work toward economic stability. The Diversionary Work Program (DWP) is a four-month program that helps low-income Minnesota families find a job. When families first apply for cash assistance, most will participate in DWP. The Minnesota Family Investment Program (MFIP) is the state’s primary program for helping low-income families with children move out of poverty through work.
MFIP Child Care Assistance	Minnesota Family Investment Program (MFIP) Child Care Assistance provides financial subsidies to help low-income families pay for child care.
MinnesotaCare	MinnesotaCare provides health care coverage for low-income parents and adults without children who have higher income than those served on the Medical Assistance program as well as legal noncitizens who are ineligible for Medical Assistance.
Minnesota Supplemental Assistance	Supplements the incomes of Minnesotans who are eligible for the federal Supplemental Security Income program. Minnesota Supplemental Assistance benefits cover basic daily or special needs.
Northstar Care for Children	Northstar Care for Children is designed to help children who are removed from their homes and supports permanency through adoption or transfer of custody to a relative if the child cannot be safely reunified with parents. Financial support is provided to adoptive and foster parents to encourage permanent placement of children in safe homes.

Children and community	Programs and services in this category include: Child care financial assistance Core safety services for vulnerable children and adults Parent Aware (Minnesota’s child care quality rating and improvement system) Resources to help child care programs improve their practices Child support enforcement Child welfare services including Indian child welfare services, child protection, homeless youth services, and child abuse and neglect services Refugee resettlement programs. These programs and services are provided under the following grants: BSF Child Care Assistance Grants, Child & Community Service Grants, Child Care Development Grants, Child Support Enforcement Grants, Children's Services Grants and Refugee Services Grants
Disabilities grants	This category includes: Services and support for Minnesotans who are who are deaf, deafblind and hard of hearing Disabilities services to help Minnesotans with disabilities remain in their communities and avoid institutionalization Non-medical social services and support for older Minnesotans and their families to allow older adults to stay in their own homes and avoid institutionalization. These programs and services are provided under the following grants: Deaf & Hard of Hearing Grants, Disabilities Grants and Aging & Adult Services Grants
Employment and income stability	Support Services Grant cover the cost of services creating pathways to employment for low income families receiving benefits from the Minnesota Family Investment Program (MFIP), Diversionary Work Program (DWP) and the Supplemental Nutrition Assistance Program (SNAP). Services are delivered by Workforce Centers, counties, tribes and community agencies. Service providers evaluate the needs of each participant and develop an individualized employment plan that builds on strengths and addresses areas of need.
Health and wellbeing	This category includes: Support for community mental health system infrastructure and services Intervention, recovery maintenance, case management and treatment support services for people with alcohol, or drug addiction Children’s mental health services from prevention to crisis response, school programs to treatment Other long-term care grants to serve more people in community-based settings and to encourage creativity in how services are delivered for people with disabilities, mental illness and seniors Health care grants to engage experts outside of the Department of Human Services (DHS) to augment the agency’s own operational efforts. These programs and services are provided under the following grants: Adult Mental Health Grants, Chemical Dependency Treatment Support Grants, Child Mental Health Grants, Health Care Grants and Other Long Term Grants
Nutrition and housing	Funds food, housing, poverty reduction, and financial capability services for low-income families and individuals. Includes expenditures for the Supplemental Nutrition Assistance Program (SNAP). These programs and services are provided under the following grants: Housing Support Grants and Child and Economic Support Grants

Direct Care and Treatment (DCT) expenditures

Term	Definition
Community Based Services	Provides residential care, vocational services and crisis care to people with developmental disabilities, mental illness and other co-occurring conditions. Residential services are provided in about 150 group homes and foster care homes throughout Minnesota.
Forensic Services	Forensic Services in St. Peter provides a secure setting to treat people with severe and persistent mental illness who present a danger to themselves or others. Clients often have been involved with the criminal justice system and most have been civilly committed by a court as mentally ill and dangerous.
Mental Health and Substance Abuse Treatment	Provides inpatient treatment for adults and children at a system of state-operated psychiatric hospitals, locked addiction treatment facilities and short-term residential treatment facilities.
Minnesota Sex Offender Program	Provides services to individuals who have been civilly committed to receive sex offender treatment.
