Andrew Johnson

Andrew Johnson serves as deputy commissioner and general counsel for DHS. 

Prior to becoming DHS general counsel, Johnson served as DHS deputy general counsel for eight years. As deputy general counsel, he oversaw a team of attorneys that provided legal advice and litigation management services to the Health Care, Behavioral Health, Housing, and Aging and Disability Services Administrations.

Prior to joining DHS, Johnson was a litigator at a large law firm in Minneapolis. His time in private practice focused on general business and health care related litigation in state and federal courts across the country. Minnesota Lawyer recognized Johnson as an Attorney of the Year in 2015.

Johnson has a bachelor’s degree in political science from Saint John’s University and a law degree from the University of Michigan Law School.
