DHS mailed a letter, the week of August 10, 2025, to approximately 550 impacted MA enrollees who are age 65 or older, are blind or have a disability. The impacted enrollees will lose their MA eligibility effective October 1, 2026 due to the new HR1 noncitizen requirements but may qualify for MinnesotaCare. These enrollees need to take action to request MinnesotaCare.

This MinnesotaCare referral notice: 

• Alerts the enrollee that they will no longer qualify for MA starting October 1, 2026 due to the federal law change,
• Reminds the enrollee to contact their county or Tribal agency to report changes to their citizenship or immigration status, or if they are pregnant,
• Advises the enrollee of actions they must take to request a MinnesotaCare or Emergency Medical Assistance (EMA) determination,
• Shares information and resources about additional health care programs.
