Community Resource Centers

A community resource center is a community-based coordinated point of entry that provides culturally responsive, relationship-based service navigation and other supportive services for expecting and parenting families and youth. Community resource centers focus on ensuring families have equitable access to programs and services that promote protective factors and support children and families. 

Protective factors are conditions, attributes, or strengths of individuals, families, communities and in society that mitigate risk; promote the healthy development and well-being of children, youth and families; and help support families.

The advisory council will include 16 demographically and geographically diverse members representing the following groups:

• Parents/family members (4) 
• Community-based organizations serving families (3)
• Tribal representative (1)
• Urban American Indian representative (1)
• County government representatives (2)
• School/school district representatives (2)
• State partner representatives (3): 
  • Representative from the Minnesota Department of Health (1)
  • Representative from the Minnesota Department of Education (1)
  • Representative from the Minnesota Department of Human Services (1)

The department seeks a diverse group of individuals representing various levels of personal and professional experience to serve on the advisory council. If you feel you fit any of these criteria, please do not hesitate to apply:

• Individuals with lived experience navigating social services and/or work with communities navigating social services
• Individuals who have experienced and/or work with those who have experienced inequities in accessing supports and services due to the community's or family's circumstances, including but not limited to racism, income, disability, language, gender and geography
• Individuals who are passionate about improving access to services for families
• Individuals who understand the complexity of family-serving systems.

Duties of the advisory council include, but are not limited to, advising the commissioner on: 

• The development and funding of a network of community resource centers
• The development of requests for proposals and grant award processes
• The development of program outcomes and accountability measures, and 
• Ongoing governance and necessary support in the implementation of community resource centers.

Advisory council members are expected to actively participate in regularly scheduled meetings, and miss no more than 25% of meetings. 

Advisory council meetings will occur every other month in person, with a virtual option, for three hours with additional working meetings as needed. Meeting date, time, and location will be determined based on the location and availability of council members.

Compensation for advisory council members is governed by Minnesota Statutes, section 15.059, subd. 3. Members may receive a $55 per diem per meeting. Members may be reimbursed for mileage traveled to and from meetings, parking expenses and childcare expenses incurred as a result of attending advisory council meetings. Some additional expense reimbursement may be considered on a case-by-case basis.

Terms on the advisory council shall be approximately three or four years, depending on the council seat. Please review seat terms on the Minnesota Secretary of State Boards and Commissions website to determine the term length.

1. Those interested in joining the council must first complete an initial application with the Minnesota Secretary of State Boards and Commissions by Oct. 27, 2023.
2. Upon receipt of the Minnesota Secretary of State application, the department will send a supplemental application form to the email address listed on the Minnesota Secretary of State application. The supplemental application will include additional questions to assess the individual’s interest and what they can bring to the council. The supplemental application form must be completed by Nov. 5, 2023.
3. Once the application deadline has passed, a review committee comprised of state agency staff and partners will review applications and recommend candidates to the Commissioner of Human Services. The Commissioner will make final decisions and appointments to the advisory council. 
4. Applicants will be contacted via email to inform them of the decision regarding their application.

Yes. Processes to address equity, conflict of interest, and confidentiality will be developed to accommodate council members who have close ties to an organization applying for a Community Resource Center grant.
