Sex offender treatment

The Minnesota Sex Offender Program (MSOP) serves people who are court-ordered to receive sex offender treatment. After prison sentences are complete, courts may civilly commit individuals and place them in sex offender treatment for an unspecified period of time. A civil court can commit a person for sex offender treatment if a judge determines the individual is a "sexual psychopathic personality," a "sexually dangerous person," or both.

As of March 28, 2024, MSOP had 734 clients in its treatment facilities. Another 52 clients who have been provisionally discharged by the court were living in Minnesota communities under MSOP supervision. Fewer than 10 more have been granted provisional discharge and were awaiting community placement. Program statistics are updated quarterly.

Overview

MSOP is one program with two locations - Moose Lake and St. Peter. Most clients begin treatment in Moose Lake and transfer to St. Peter as they progress in treatment. In St. Peter, clients complete treatment and work toward their release.

MSOP staff observe and monitor clients in all aspects of daily living, including group therapy. Other routine treatment and rehabilitative services opportunities include:

  • Education programming
  • Therapeutic recreation
  • Vocational programming
  • Volunteer services
