Children's Intensive Behavioral Health Service (CIBHS)

CIBHS service components may only be provided by an agency (county, tribe or provider) that has been certified using the provider certification process developed by DHS:

• Eligible agencies must be able to demonstrate the ability to provide all of the services required under Minnesota Statute 256B.0946.
• Each individual clinician providing services under CIBHS must be either a licensed mental health professional or clinical trainee.

CIBHS bundled services include psychotherapy, psychoeducation, clinical consultation, Individual Treatment Plan development and crisis planning.

• Services must be provided at least three days per week, two hours per encounter, equaling at least six hours of treatment per week, and in the child’s  home, school, or other community setting.
• Services are to be delivered utilizing a treatment team approach meaning services must be provided in continual collaboration and consultation with the child’s medical providers, mental health professionals, educational and social services case managers, or any other professionals working with the child.
• The child’s family or other legal guardians must be involved in treatment and service delivery to ensure a successful permanency plan.
• All services must support an individualized treatment planning process that is culturally appropriate, child-centered and family-driven to achieve the maximum mental health benefits and permanency outcomes for children and their families.
• Transition planning for the child must be conducted starting with the first treatment plan and must be addressed throughout treatment to support the child’s permanency plan and post-discharge mental health needs.
• All CIBHS services must be delivered using trauma informed practices. Providers must be trained, certified, or credentialed in the specific treatment modality employed. Providers should utilize either Trauma Informed Child Parent Psychotherapy (TI-CPP), or Trauma Focused Cognitive Behavioral Therapy (TF-CBT) whenever appropriate. However, other evidence-based practices, best practices, promising practices, or culturally appropriate treatment may be used when approved by DHS.

• Eligible recipients of CIBHS services are children and youth, from birth through 20 years of age, who are currently placed in a family foster care setting or living with their parents or other legal guardians and at risk of out-of-home placement.
• The child must be a recipient of a Minnesota Health Care Program.
• The child must have a documented mental health diagnosis and require intensive intervention without 24-hour medical monitoring as determined by a level of care screening.
• Have a standard diagnostic assessment that indicates services are medically necessary to ameliorate identified symptoms and functional impairments.

Children’s Intensive Behavioral Health Services (Provider Manual)

Providers must participate in an Applicant Orientation Session with DHS staff before submitting an application. Agencies will be expected to provide information regarding agency history, staffing and current services provided. DHS staff will provide information and orientation to CIBHS services, policies and procedures. To schedule an orientation, please send an email noting your interest to cibhs.dhs@state.mn.us.
