One-time Supplemental Stabilization Grants

In December 2021, the Minnesota Governor’s Office and DHS prioritized $20 million from the COVID-19 Flexible Response Account for Minnesota’s child care providers in response to rising new COVID-19 case totals in Minnesota at the time. These funds, called One-Time Supplemental Stabilization Grants, were part of Minnesota’s share of the American Rescue Plan Act funding. Minnesota child care providers applied for these grants as part of their January 2022 Child Care Stabilization Base Grant application. All $20 million of the One-Time Supplemental Stabilization Grant funds was awarded in January 2022. Legal non-licensed providers were not eligible for One-Time Supplemental Stabilization Grants.

Eligibility Criteria

Eligible providers included:

In addition, the above eligible programs must be licensed, certified or registered and in good standing throughout the funding period with the Minnesota Department of Human Services (under Minnesota Rules, Chapters 9502, 9503, 245H or 119B) or their tribe. This means the program must not have been:

  • The subject of a current or past finding of fraud
  • Prohibited from receiving public funds under Minnesota Statutes, Section 245.095
  • Under revocation or under temporary immediate suspension.
  • To receive these funds, an eligible program, as described above, must have been operating and serving children during the funding period (December 15, 2021 – January, 14, 2022).

The Child Care Stabilization Base Grant’s requirement to use 70% of funds to increase compensation for staff regularly caring for children did not apply to One-Time Supplemental Stabilization Grants. Likewise, other requirements also did not apply, including maintaining weekly wages for staff; implementing COVID-19 policies in line with state, local, and tribal guidance and orders, and reporting and updating program capacity information.

Eligible programs that applied for and accepted a One-Time Supplemental Stabilization Grant must agree NOT to:

  • Use these funds to pay taxes (other than payroll taxes, which are allowed).
  • Use these funds for items that have already been paid for by other federal, state, tribal and/or local public funding.

Allowable uses of funds

Below are the allowable uses of One-Time Supplemental Stabilization Grant funds. The full grant award can be used for any of the uses below, paid between March 3, 2021, and Sept. 30, 2023, that have not been covered by other federal, state, tribal or local public funds. If you are uncertain whether the source of funding from other support programs is public, you should verify with the organization that provided that support.

  • Personnel costs (including payroll taxes), benefits, premium pay, and employee recruitment and retention for an employee (someone who owns their own business, like a sole proprietor or an independent contractor, can count themselves as an employee) 
  • Rent or mortgage payments, utilities, facilities maintenance and improvements, or insurance 
  • Personal protective equipment, cleaning and sanitation supplies and services 
  • Training or professional development related to health and safety practices 
  • Purchases of or updates to equipment and supplies to respond to COVID-19 
  • Goods and services necessary to maintain or resume child care services 
  • Mental health supports for children and employees
