Priority Admissions Task Force

The Task Force on Priority Admissions to State-Operated Treatment Programs concluded its work on Friday, Feb. 9, 2024, and voted unanimously to submit its final report and recommendations to the Minnesota Legislature. 

The Task Force was established by the Minnesota Legislature to study the state's Priority Admissions Law, also know as the 48-hour law. 

Enacted in 2013, the Priority Admissions Law requires the Minnesota Department of Human Services (DHS) to admit civilly committed individuals being held in jail within 48 hours of a medically appropriate bed becoming available in a state-operated mental health program. 

The Task Force was charged with evaluating the impact of the requirements for priority admissions under Minnesota law on:

  • The Department of Human Services
  • Individuals referred for admission and care at state-operated treatment programs
  • The mental health system in Minnesota, including community hospitals
