Shireen Gandhi

Deputy Commissioner for Agency Effectiveness

Shireen Gandhi serves as the deputy commissioner for Agency Effectiveness for the Minnesota Department of Human Services. In this role, she oversees budgeting and financial operations, integrated service delivery, compliance, agency operations strategy, analytics, continuous improvement, information technology, facility design and support, and the integration of equity into the operation of DHS

Before her appointment as deputy commissioner in 2022, Gandhi served as assistant commissioner and as chief compliance officer. She led the creation of a new compliance infrastructure and oversight program to improve operations and compliance with federal laws, regulations and rules. She has been a leader in numerous agencywide process improvement initiatives, including Operation Stop Gap and Operation Swiss Watch. 

Gandhi came to DHS with more than 20 years of leadership experience in health care. Prior to joining DHS in 2017, she was a founding partner at JurisHealth, PLLC, in Minneapolis and served in leadership roles at Weber Shandwick Worldwide, a public relations and marketing firm, and the Minnesota Hospital Association, a statewide trade group. Gandhi has a bachelor’s degree in journalism and mass communications from the University of Minnesota and a law degree from Hamline University.

Gandhi is active in the Minnesota State Bar Association and a past chair of its Health Law Section. She is also a member of the Minnesota Asian Pacific American Bar Association.
