The Minnesota Department of Human Services (DHS) has been at the forefront nationally in helping people with disabilities and older adults live more independently, with greater choice and overall at lower cost than if they were living in institutions* or nursing facilities. Medicaid home and community-based programs** (HCBS) and Minnesota innovations are the cornerstones of this success.

*Institutional services includes spending in nursing homes, Intermediate-care Facilities, and Regional Treatment Centers.
