Child Care Stabilization Base Grants (concluded)

The American Rescue Plan Act was signed into law in March 2021, and it provided Minnesota with additional funds designed to help stabilize the child care industry as the state continued to recover from the COVID-19 pandemic. In June 2021, the Minnesota Legislature created Minnesota’s Child Care Stabilization Grant Program, which ran through June 2023.

Child Care Stabilization Base Grants were available to all eligible providers on a monthly basis from September 2021 through June 2023.. Program highlights follow below. For further information about details visit FAQs on Base Grants.

Base Grant amounts

Base Grant amounts are determined based on the number of full-time equivalent staff who regularly care for children in the program, including sole proprietors (i.e. family child care providers) or independent contractors. "Regularly cares for children" is defined as a paid staff person whose job description or responsibilities include interacting with, caring for, and supervising children enrolled in the program. 

Providers who have recently received payments through the Child Care Assistance Program, Early Learning Scholarships, or both will be eligible for a 10% increase to their Base Grant award per funding period.

Below is a table of the per full-time equivalent (FTE) award amount by Base Grant round. As required by state statute, per FTE award amounts will begin to taper down in the July 2022 Base Grant round from the initial $430 per FTE award amount that started in the September 2022 Base Grant round. State statute also requires the per FTE award amount end at no more than $215 in the June 2023 Base Grant round, the final round. Per FTE award amounts between the June 2022 and June 2023 Base Grant rounds will be determined on an on-going basis with amounts dependent on the amount of Base Grant funds remaining.

Funding Period = the time period when providers must meet all state and federal eligibility requirements of the Child Care Stabilization Base Grants.

Base Grant eligibility

To be eligible for a Base Grant, providers must be licensed, certified or registered, in good standing with the Minnesota Department of Human Services or their tribe, and be open, operating and serving children during the funding period, in addition to other requirements. Application process

The Minnesota Department of Human Services is continuing to use the online application process used in previous funding rounds. Emails with application information and a link to a personalized application will be sent to all eligible providers. Applications for the Base Grants open at the end of each funding period.

Funding period – the time period when providers must meet all state and federal eligibility requirements of the Child Care Stabilization Base Grants.

Application period – the time period when providers apply to a Child Care Stabilization Base Grant.

Reported hours period – the time period for which providers report total monthly hours spent caring for children for themselves and/or any staff.

10% bonus lookback period – if providers receive Child Care Assistance Program or Early Learning Scholarship payments during this period, then they are awarded a 10% bonus to their award amount for that Child Care Stabilization Base Grant.

Requirements of Base Grant recipients

Providers who accept a Base Grant must attest in writing to meet the following requirements during the funding period.

Allowable uses of Base Grant funds

Programs may use the funds for one or more of the following options. Expenses must be incurred between Jan. 31, 2020 and Sept. 30, 2023. Providers accepting these funds must ensure the funds are not used to pay for any allowable use that has already been paid for with other federal, state, tribal or local funds.
